Tarkwa Nsuaem Medium Term Development Plan implementation evaluation

The assignment

This ongoing evaluation examines implementation of the Tarkwa Nsuaem Municipal Assembly Medium Term Development Plan for 2022 to 2025. It asks how planned priorities were translated into activities and services, what affected delivery and what the Assembly can learn for subsequent planning.

The work brings the approved plan, annual progress reports, budgets and other administrative records into a common evaluation framework. Financial analysis considers the relationship between planned resources, available funding and expenditure. The assessment also examines coordination, monitoring and the responsibilities of the institutions involved in delivery.

Interview guides are organised around planning and coordination, finance and accountability, technical delivery, sector services and community experience. Site verification adds attention to the functionality and use of selected outputs. This helps connect implementation records with the services intended users can access.

The evaluation draws on relevance, coherence, effectiveness, efficiency, impact and sustainability as lines of enquiry. Its purpose is to provide an evidence based account of implementation and practical lessons for decisions on planning, budgeting, maintenance and service delivery. Findings will be presented through the assignment’s review process as the work progresses.
